"Has" is correct. "Have" is not.

Has is used when speaking about one person or thing.
Has he?
Has she?
Has it?

Have is for plural things:
Have they?
Have we?

The word "anyone" is the singular referrence to ONE of any.

Also, your sentence "which one is correct or how to correct the whole sentence into the RIGHT english" should be:
"which one is correct or how should the whole sentence be changed into correct English"

HAS is correct
HAVE is a 1st person singular verb
while HAS is a 3rd person verb (which is what your sentance is)

Is correct-Has is past tense-before is past tense.
Have needs something added to be past tense:
Have you ever (for example) thought of this question before?
