a. is
b. are
c. has been
d. was


2. Many in the orchestra __________ this same concern.
a. is mentioning
b. was mentioning
c. has mentioned
d. have mentioned

1 D, because "either" means "either one" . It's always singular (one). One thing is or was.
A would also be correct. That meant she would have allowed those now. A or D is correct, but D is probably better.

2. D. Many is plural (more than one). Many (they) have done it.
