Does the government have any special programs or services that help immigrants to learn English?

 Does the government have any special programs or services that help immigrants to learn English?
I'm doing a presentation on helping immigrants learn English so that they can function more properly in an American society. I know there is a problem with immigrants not knowing enough English, but I was wondering if there were sufficient services provided by the government or states to assist them in learning our language? I've tried to look up policies and procedures for my state and area, but nothing is standing out to me, which makes me concerned. When immigrants become full citizens, does the government give any advice or information on learning Engish? Do some adult/continuing education centers have classes for immigrants?
I'm really needing some help on this. Any information or personal experience would be greatly appreciated on how the government helps immigrants learn our language, where they go for this service, if it's free to them or not, or if no such thing exists nationally.

If you are asking if the government hands out advice on continuing education after immigrants have become citizens, I reckon they do not. On top of that, I think the availability of such facilities vary in each state. I live in Portland, OR and we have many facilities that offer English classes for non English speakers here. For one, our community colleges offer ESOL classes that help immigrants learn English, and if they are successful, they can even get their GEDs and go on to college! You can check out the link I've provided below for more information on this. Aside from this, I know several public schools offer after hour ESL classes, though I don't know if they charge a fee or not. I hope this helped!
By the way, I suggest you do a search on non-profit organizations that are involved in this line of work.

In New York City, libraries often hold free classes in English to non-native speakers. A current free class is being funded by the NYC Board of Education, Department of Adult Continuing Ed. I don't know whether or not the City's BoE funds all such classes.
There's also a New York City School Volunteer Program (which has a different name now that I don't recall), also under the BoE, that gives help in English to students enrolled in public schools who request its services. (Sadly, few do.) Note that it's general tutoring program for whatever help a school may need for its students.
Aside from expensive courses, that's all I know. Hope it helps!

When we immigrated here in the US from Argentina we were first required to learn English (at least enough English to get us through all the procedures in the US Embassy). Before we got naturalized we underwent an extensive English language course. Now, I'm not sure if it was paid by the government or my parents since I was just a kid when it all happened.
From what I've heard from other Latinos there is a program for English language learning being offered by the state. I'm not sure what the name of the program is or to whom it's being offered to but I'm quite sure there is, at least here in California.
