French Help: Verb agreement with beacoup and trop?

Post French Help: Verb agreement with beacoup and trop?
When you write beaucoup de quelquchose or trop de quelquechose, does the verb that follows agree with the amount or the noun after the de?

For example is it
"beacoup/trop de gens ont envisagés" or "beacoup/trop de gens a envisage".

I believe it's the former but I just wanted to make sure. Merci mille fois.

"gens" is a plural noun. The verb must agree with it.

the former is correct. It needs to agree with the noun, even after "de".
