4. All illegals must come out of the shadows within the next year. They must be given a tax id number and some type of ID, hold on to a full time job, be tested for any diseases, stay out of trouble for 25 years, pay a $60,000 fine, learn english, not use any social program for more than 6 weeks. If they do not come foward they will be deported immediately. If they accomplish this goal then they will be able to apply for citizenship.
5. Can NOT use hospitals unless it is an emergency
6. Schools must phase out ESL. after elementary. There will be no special bi-lingual teacher aides either
7. Employers will be heavily penalized for hiring illegals without the proper paper work.
8. Once there is control on the border than Mexico must develop a plan to keep more illegal aliens in the country.
9. Require all illegal aliens who have had free schooling from America, to join the Military for 6 years

I have questions to ask before posting an answer.
How did you come up with, "stay out of trouble for 25 years, pay a $60,000 fine" as a rule? What was your methodology for determining these numbers? Please define trouble. How will the fines be collected and where will the dollars be used according to your plan?
From question 5, define emergency. What is critical for you may be different for others.
From #7, what is a heavy penalty? Can the employer be deported? Maybe even decapitated?
From question 9, how did you come up with six years? Why not 25 years as in rule #4? If they served, would they be eligible for the same benefits as American born personnel?

I do not see any mention of the CANADIAN BORDER. There are terrorist sympathizers that could potentially come through the north. That is something people should consider, but the don't.

I almost fully agree with you, except from points 4-6. The fine is exaggerated, the hospital point is not humane, and you have people who enroll in school AFTER elementary school... will they just be left out and never learn proper English????

Send all illegals back where they came from... Let them wait in line like the rest of the immigrants who did it the right way.
