Hang around with people that speak English and talk to them a lot. Watch movies by yourself do you can stop them and back them up to listen again. Get an American/whatever language you speak (ie. English/German Dictionary) dictionary and look up words that you don't know, but in your native language, and read the information. Practice is the only way to get good at something.
