I own a business (www.us-esl.com) that has an ESL school as one of our core divisions. Most of our ESL teachers are TEFL certified. I would look into obtaining one of the following certifications:
* TEFL: Teaching English as a Foreign Language - a term that refers to teacher training programs in EFL.
* TESL: Teaching English as a Second Language - a term that refers to teacher training programs in ESL.
* TESOL: Teaching English to Speakers of Other Languages - a term that is used to distinguish English language teaching as a professional activity that requires specialized training.
* TESOL: US-based international association of teachers of English as a second or foreign language. There are regional affiliates and many countries have their own affiliated associations.
* What is a TEFL / TESL / TESOL certificate?: A TEFL / TESL / TESOL (Teaching English as a Foreign / Second / to Speakers of Other Language) is an internationally recognized qualification that enables people/english teachers to Teach English as a Foreign or Second Language.

Universities do not have certificates, Certificates and licenses are required by most public schools in the USA.
Colleges are more interested in degrees and publications.
Of course there are usually application, recommendations are interviews.
ESL teachers are in great demand in many public schools. I do not know about colleges.
Good luck

It's really best to research the legal requirements and norms of the specific country you're interested in teaching in. Necessary credentials will vary greatly from place to place. In some Asian countries, you can't get a work visa by law without a university degree and a TEFL certificate of some kind. In many other countries you can work in language institutes with little or no training, but universities and high schools will have their own standards. The best way to find out is by doing google searches and looking at ESL forums on the internet (Dave's ESL cafe is a great one) and searching questions and comments posted, or asking your own. Another thing to research is which certificate is recognized by that country, because this varies in different parts of the world too. CELTA is very well known in Europe, TEFL and TESOL more so in the Americas. I'm not sure about Asia. You can do some courses online fairly cheaply.
