Spend time with someone that speaks English fluently. Constantly practice. If you do not understand what a word means, then by all means, ASK! Buy a dictionary and study it!

I agree with some of the previous comments. Expose yourself to a lot of audio and movies with the type of english that you would like to learn. ex. british, american, austrailian. This will help you develop an ear for the sound that you are trying to imitate.

Watch English movies, study online(read a newpaper). There are many great online ESL sites that are free.

The same way that actors learn to speak with a certain dialect or 'accent' - you find an audio example of the dialect that you want to learn and review it to the point of memorization.
Then you break it down into separate sentences and repeat each while trying to match not only the diction but also the inflection (tone quality, rise and fall, speed, etc...)
Once you can repeat the "accent" you're after, you begin learning vocabulary and syntax specific to that dialect and concentrate on removing the markers of your natural pattern. Remember, there is no one 'American' or 'British' or etc. "accent" there are many dialects of English.
Finding a voice coach helps a lot. While listening is important and 1:1 interaction with natural speakers helps; the theory of specificity of training tells us that you can only learn to do this by actually doing it. Listening without speaking won't help that much.

I would say the same way I would learn any language, interact with people.....the more you practice the more you can speak it.
