I would highly suggest doing it in the country where you want to teach, because you'll be available immediately for job openings and you'll have all these instant friends that you made during the course.
The most widely-recognized certificate in Europe is the CELTA (Certificate in English Language Teaching to Adults). You can do it all over the place, and Cambridge University sends examiners to make sure the school is running the program properly.
NOTE: I have done this myself. None of my classmates who didn't have EU citizenship were able to find work in Europe.
