Well, first of all take Engllish classes, try to be around people that do speak English, and intract with em, and finally watching TV in english and having your dictionary and looking up the words you dont know helps a LOT.. dont be shy speaking English even if you are not very well, try to have friends and speak with them as much as you can! English is a pretty easy language to learn in its own right we only have three types of verbs past, present and future which makes it simple and practical. Learn the verbs first the other words will interject. I learned to speak french by playing board and card games with some French speaking friends of mine. We both learned a new language. The best way to learn is to interact with people who speak it because you will learn the ordinary common phrases first. This is what allows you to learn the other ones.

just keep on reading english books that will help you if you can't understand some of it do look for a dictionary, or keep on chatting with english people you will learn very fast... exposure is still the best, so if your expose with all english people then u will surely be good at it a month or so...

To tell you the truth, the best way to learn the language and the idioms is to watch English television, read books, and talk to English speaking people. One of my friends has only been in the US for about 4 years and even though his English isn't perfect, you'd be surprised at how good it is.
