I'm not going to do your homework for you.. but in your original question.. you used the word "a" before two words starting with the letter "a", which is incorrect.. it would be "an". So this leads me to believe you have trouble with grammar and this particular subject, so maybe you should get a tutor or study harder..... because you obviously don't mind cheating.

 Re: What is the difference between a adjective phrase and a adverb phrase?
An adjective phrase is a group of words that functions like an adjective. In other words, it modifies (describes) a noun or pronoun. An adverb phrase is a group of words that functions like an adverb. In other words, it may modify a verb, adjective, or another adverb. In the sentence, "The lookout tower collapsed during the hurricane of 1938," during the hurricane tells WHEN the tower collapsed, so it is modifying the verb collapsed and is an adverb phrase.

adjective= talking about/ describing a noun (example: The Blue Shirt [adj= blue])
adverb= Talks about/ Describing a verb (Example:He was quickly jogging. [adv= quickly])
The lookout tower (subject) collapsed (verb) during the hurricane of 1938. (it is an adverb phrase because it it talking about WHEN the lookout tower collapsed)

It is an adverbial phrase because it tells us about time it means "While the hurricane happened", It doesn't mean how it was and it doesn't describe it.
