Organised Crime and the hypocrisies thereof.

It'll get their attention, that much is true.

ask them personal questions... about the applicable subjects... play mystery radio cds and have them follow along with a book or something.

What you need is different activities to get them involved and to have them speak. I have some speaking activities to suggest you. But first you need to find activities that will relate to their interests. So first, ask them which activities they like to do, where they would like to travel, etc. (But I think that you already did it, right?) Since you know that, you only have to build activities around their interests.
You can organize debates on specific topics. Brainstorm with them which topics could interest them.
You can play role games that relate to activities they like or to everyday life situations. For example, you can prepare a specific setting ("go to the restaurant"). You organize your classroom as if it was a restaurant. Some play the role of the waiters an other play the role of the customers.
You can ask them to find some information on a country or city they would like to visite and than ask them to share this information with the group.
There are so many things you can do, but the most important is that you find activities that will maintain their interest and that will encourage them to participate in the discussions.
