What's the correct grammar here - "...did by a special resolution resolve to change its name to..."?

Should it be "resolved" and not "resolve"?

resolve look at it like this - '...did resolve to...' and you see it sounds correct.

Without context it's difficult to say, but as is resolve looks good.

resolve is proper....resolved is past tense...(already happened)
