The second statement is correct.
IN is used when you specify a range (like a whole week, in the second case)
ON is used when you mention a particular specific point in time (like a date or a time)
"Reaching IN time" means you may also have reached earlier. "Reaching ON time" means that you had reached just in time.

The second one is correct. This is because "on" refers to a singular object (for example "on March 2nd") and "in" can refer to a variety of subjects.

The second, although the better sentence would be "The store will be moving during the first week of March"

The store will be moving the first week of March.
