First of all, this belongs in "education - other" or "teaching," not "special education" (unless you specialize in working with students with disabilities?).

You have to "shop around" to find districts who may be interested in your services. It would help if you also have other certifications (e.g. sociology, history, etc.). Subscribe to or find copies of US education journals, such as "Education Week" (see link below). Many have excellent job fair and contacts listings. Most may not necessarily post a specific need for a Chinese Language Teacher, but you can submit your resume to as many as possible and see who shows interest.

Also, while you are certified in China, you will need to go through coursework and certification in the United States to teach in public schools. You may want to first focus on the private school sector, and colleges.
