why don't people in spain not learn english as the rest of civilised eu does. They voice over american movies in spanish, in france there are english voice track and french subtitles. I was at a hospital and no one spoke english or french.

They don't think that yanks are the MOST IMPORTANT in the world. Make a complaint.
It is like some "deja vu". I have seen the same in the USA, with the difference that nobody spoke Spanish

Why should they? You expect people who come to America to learn English and yet you go to a foreign country and still expect them to speak your language.
