Usually, yes. However, if on meeting, you prove your English teaching experience is sufficient, they may hire you. Probably best to contact schools first. Or check out www.daveseslcafe.com

Yes, the more certificates you have the better your chance will be to be an English teacher in Spain and being a native speaker from any English speaking country will help a lot.
