Will my degrees from college in Taiwan be appied towards an AA degree in California or Hawaii?

Since colleges vary in their requirements, you should ask the American college that you have in mind to do a degree comparison. You might look at the college's web page for international students, or contact the Registrar of the college to advise you.

What degrees did you get in Taiwan? If you have completed a BA/BS degree, I am not clear as to why you want to get an AA degree (which is a lower degree than you may already hold)?

AA degrees are typically offered at community colleges. A teaching certificate (in the US, anyway) means being credentialed to teach. Typically teaching credentials are designated for primary grades (K-6) or secondary grades (7-12), and some states credential community college instructors. The primary and secondary credentials are governed by state regulations, so if you haven't already done so, you should visit the Hawaii (http://www.htsb.org/licensing/license.html and for non-citizens http://doe.k12.hi.us/personnel/teachernonuscitizens.htm) and California State (http://www.ctc.ca.gov/credentials/how-to-apply.html) Dept. of Education websites.

I am not clear if that is what you had in mind. Keep in mind, that once credentialed in a State, that credential does not transfer to any other State in the US. For example, if you completed a teaching credential in Hawaii, you probably would need to do more course work and exams in order to get credentialed to teach in California.

Another question to resolve: Many community colleges do not admit students who already hold a higher degree (e.g. BA/BS or higher) for a community college (AA) degree program. So you need to check on this with the particular schools you want to attend.
